This really does vary from city to city. For instance, the last town I lived in, we replaced old windows and added a new bathroom. We needed a permit for the plumbing on the new bathroom, but not the windows, as that was simply considered a repair. In the town I live in now, I needed a permit just to replace the windows, which were the same size as the old ones. But anything visible from the exterior of your house requires a permit here. Best to check directly with your city building codes, which you can frequently do on-line. Better to be safe than sorry. FYI – My neighbor enclosed their open porch with screen to make it a three season porch…they didn’t add anything to the structure, just the screen…and they were sited for working without a permit. A $500 fine!! Dumb. But every city is different.
Technically, if you’re doing plumbing or electrical work, or structural remodeling you should have a permit. There’s sure a lot of work being done without though.
